PSC Masters Scholarship

The PSC Masters Scholarships are awarded to outstanding recent graduates (with up to 3 years of working experience).  It is a scholarship which includes tuition fees and maintenance allowances, similar to that received by scholars pursuing Masters under the PSC Scholarships.

The PSC decided to introduce the Masters Scholarship as it recognises that not all talented students at 18 years of age may be ready to commit themselves to a civil service career. Some may only want to make that decision later during their undergraduate years or after having a taste of the Civil Service through the summer internship programmes.

 

General


The PSC Masters Scholarships provide young people with an opportunity to apply for a PSC scholarship after they have begun their final year of undergraduate studies and/or started working either in the public or private sectors. Applicants should generally not have more than 3 years of working experience.

PSC Masters scholars will receive full tuition fees and maintenance allowances. They will not receive salaries during their studies. They will only be appointed to the Civil Service after completing their Masters degree.

 

The PSC Masters Scholarships will be offered to candidates found suitable for the Management Associates Programme (MAP) upon graduation. The grooming and development under the MAP are specially designed for talented young people to prepare them for a fulfilling management-track in the public sector.

Course of Study


Scholars can pursue Masters programmes on a full-time basis at reputable local or overseas universities. The Masters Scholarships will be for a duration of 1 year for those pursuing their Masters degree in the US and UK. For scholars pursuing their Masters degrees in other countries like the PRC, France, Germany, Japan, Australia, Canada and Singapore, the scholarships will be for a duration of up to 2 years. 

 

The course of study should be an area relevant to the work of the Civil Service. The PSC Masters Scholarship does not cover MBA programmes. 

Applicants should arrange to sit for the necessary university pre-admission tests such as the GRE and TOEFL and apply for admission to universities of their choice directly.

Eligibility 


Applicants must:

  • Be Singapore citizens, or Singapore permanent residents who intend to take up Singapore citizenship before the award is confirmed;
  • Have strong leadership qualities and potential;
  • Have a good Co-Curricular Activities record;
  • Have excellent university results. 
  • Have outstanding academic records. Only those who have, or expects to attain, at least a Second Class Upper Honours Degree will be considered.
  • Demonstrate leadership qualities and be active in social or community services or sports; and 
  • Be appointed to the Management Associates Programme (MAP).

Registration and Application


Candidates who are found suitable for the Management Associates Programme will be given the option to take up a PSC Masters Scholarship before starting work. Candidates who are interested in the PSC Masters Scholarships are welcome to send your resume to the following address:

Shortlisted candidates will be required to sit for selection tests.  Those selected for the subsequent stages will be invited for an informal discussion session with senior civil servants. Successful candidates will then be interviewed by the Public Service Commission for appointment to the Management Associates Programme (MAP). If successful for the Management Associates Programme, applicants will be offered the Masters' Scholarships.
