Professional Service

The Professional route is for those with a clear interest in a specific scheme of service within the Civil Service. You will be offered either a ‘Tied’ or ‘Specialist’ award.


The 'Tied' awards are linked to either the Foreign, Legal or Teaching Service. After graduation, you will join the respective agencies – the Ministry of Foreign Affairs, the Singapore Legal Service or the Ministry of Education


The ‘Specialist’ awards are catered for applicants with a strong inclination towards certain specialised courses such as architecture or veterinary science, among others. Upon graduation, you will be recruited into the agencies that are relevant to your course of study.


Depending on your country of study, a ‘Tied’ or ‘Specialist’ award may take the form of the Overseas Merit Scholarship (OMS) or Local-Overseas Merit Scholarship (LOMS).

Course of Study

Scholarship holders 'tied' to the Foreign Service may read most subjects in reputable overseas universities including those in China, France, Germany and Japan. If you choose to pursue a degree in Law, you will not be called to the Bar while serving in the Ministry of Foreign Affairs.

 

For the Legal Service, 'tied' scholarship holders may read Law at the National University of Singapore, the Singapore Management University and selected universities in Australia, the United Kingdom and the United States.

 

If ‘tied’ to the Teaching Service, scholarship holders may read any of the following teaching subjects:

  • Languages: English and Mother Tongue 
  • Humanities: Geography, History, Literature 
  • Sciences: Biology, Chemistry, Life Sciences, Physics 
  • Mathematics, Economics
PSC Mid-Term Scholarship

If you are an undergraduate with a desire to pursue a career in the Professional Service after graduation, you may wish to consider the PSC Mid-Term Scholarship.


To apply, you must have:

  • Completed at least one semester of your undergraduate study; and
  • Your application must be submitted before your final year. 
Public Service Leadership Programme

Upon graduation, if tied to the Foreign or Teaching Service, you will be considered for the Public Service Leadership Programme.  If tied to the Legal Service, you will not be considered for the programme, but will embark on a legal career in the Singapore Legal Service upon graduation and participate in the administration of justice and be in a position to advance the rule of law in Singapore.
