Public Administration

A Public Administration career is a generalist track in the Civil Service, involving public policy formulation and implementation. If found suitable for a career in Public Administration, you may be offered any one of the three ‘Open’ scholarships:

  • Overseas Merit Scholarship (Open);
  • Local-Overseas Merit Scholarship (Open); or
  • Singapore Government Scholarship (Open).

Depending on the Civil Service’s manpower needs and your suitability, you can start your Civil Service career at any Ministry.

The PSC China Scholarship, Mid-Term Scholarship and Masters Scholarship may be offered as 'Open' scholarships.

Overseas Merit / Local-Overseas Merit / Singapore Government Scholarship (Open)

These scholarships allow you to pursue undergraduate studies at:

  • Overseas universities through the Overseas Merit Scholarship (Open);
  • Local universities through the Local-Overseas Merit Scholarship (Open); or
  • Either overseas or local universities through the Singapore Government Scholarship (Open).


All three awards will provide you with the option of a fully sponsored Masters degree, subject to terms and conditions.


Upon graduation, Overseas Merit Scholarship (Open) and Local-Overseas Merit Scholarship (Open) holders will be emplaced on the Public Service Leadership Programme. Singapore Government Scholarship (Open) holders who meet the criteria will also be considered for the programme.

PSC China Scholarship

The PSC China Scholarship is to pursue undergraduate studies at top universities in China. As a PSC China scholarship holder, you can choose from a wide range of courses such as Economics, Engineering, International Relations, Political Science, Chinese Language and Literature, Science, etc.  


You can look forward to a variety of development and career opportunities including a pre-departure preparatory Chinese language course, an internship in China and up to 2 years of sponsorship to do a Masters degree almost anywhere in the world.


The PSC China Scholarship is awarded in the form of the Overseas Merit Scholarship or Singapore Government Scholarship. Upon graduation, Overseas Merit Scholarship (Open) holders will be emplaced on the Public Service Leadership Programme. Singapore Government Scholarship (Open) holders who meet the criteria will also be considered for the programme.

PSC Mid-Term Scholarship

The PSC Mid-Term Scholarship is for undergraduates with a desire to pursue a career in the Civil Service after graduation. To apply, you must have:

  • Completed at least one semester of your undergraduate study; and
  • Your application must be submitted before your final year. 


If you are proceeding or are already in your final year of undergraduate studies, you may wish to consider the PSC Masters Scholarship.


The PSC Mid-Term Scholarship is awarded in the form of the Overseas Merit Scholarship, Local-Overseas Merit Scholarship or Singapore Government Scholarship. Upon graduation, Overseas Merit Scholarship (Open) holders and Local-Overseas Merit Scholarship (Open) holders will be emplaced on the Public Service Leadership Programme. Singapore Government Scholarship (Open) holders who meet the criteria will also be considered for the programme.


Application is open from 1 September to 31 May via the PSC Gateway.

PSC Masters Scholarship

The PSC Masters Scholarship is for those who have begun their final year of undergraduate studies and/or started work either in the public or private sector with no more than 3 years of working experience. You must first be found suitable for the Public Service Leadership Programme.


With the Masters Scholarship:

  • You will pursue your Masters on a full-time basis at a reputable local or overseas university;
  • The scholarship will be for a duration of 1 year if you are pursuing your Masters degree in the US and UK and up to 2 years for Masters degrees in other countries like China, France, Germany, Japan, Australia, Canada and Singapore;
  • The course of study should be an area relevant to the work of the Civil Service;
  • The scholarship does not cover MBA programmes;
  • You will not receive a salary during your studies; and
  • You will only be appointed to the Civil Service after completing your Masters degree and will be bonded for 3 years.
